Which path fits you?
New Jersey uses a Graduated Driver License (GDL) system: a permit, a period of supervised practice, a road test, a probationary license and finally a basic license. Your age when you get the permit decides which version applies.
| Your age | Permit | Minimum practice before the road test |
|---|---|---|
| 16 | Special learner permit — through a licensed driving school, with 6 hours of behind-the-wheel training | 6 months, plus 50 supervised hours (10 after dark) for permits issued on or after Feb 1, 2025 |
| 17–20 | Examination permit | 6 months, plus 50 supervised hours (10 after dark) for permits issued on or after Feb 1, 2025 |
| 21 and older | Examination permit | 3 months; the 50-hour rule does not apply |
Starting at 16: the special learner permit
- Enroll with a licensed driving school for a six-hour behind-the-wheel course in a dual-control car.
- Complete the permit form (BA-412D) with a parent or guardian’s consent, and gather your 6 Points of ID, proof of address and Social Security number.
- Pass the knowledge test (80%) and the vision test. Practice with our free practice test.
- The instructor buys the permit — $10, plus $4 for the red decals.
- Complete the six hours. The school may only return the permit once all six hours are done and the permit is endorsed.
- Get the permit validated at an MVC licensing center that has driver testing. Validation is a walk-in service. Only then may you practice with a supervising driver.
Supervised practice and the 50-hour rule
Every permit holder under 21 needs at least six months of supervised practice. On top of that, for special learner and examination permits issued on or after February 1, 2025, drivers under 21 must complete at least 50 hours of practice, including 10 hours after dark, before getting a probationary license.
- The hours are certified on MVC form BA-CSD (Certification of Supervised Driving), printed and signed by hand by a parent, guardian or supervising driver.
- A practice log is helpful but optional — only the signed BA-CSD counts.
- A false certification can lead to a six-month suspension.
- The supervising driver must sit in the front seat, be at least 21, hold a valid New Jersey license and have at least three years of driving experience.
Rules for permit and probationary drivers under 21
- No driving between 11:01 p.m. and 5:00 a.m. (exceptions for work or religious reasons need a signed letter on the employer’s or institution’s letterhead).
- No hand-held or hands-free phones or other electronic devices.
- Passengers limited to dependents plus one other person, unless a parent or guardian is in the car.
- Everyone in the car must wear a seat belt.
- Two red reflective decals (Kyleigh’s Law) — one on the upper-left of the front plate and one on the upper-left of the rear plate — on any car you drive.
- Breaking a GDL restriction carries a $100 fine and can lead to suspension.
Starting at 17–20, or at 21 and older
From 17 you can get an examination permit without enrolling in a driving school: pass the knowledge and vision tests, pay the fee (with parent consent if you are under 18), and the permit is validated for practice with a supervising driver. Drivers 17–20 follow the same six-month, 50-hour and GDL rules as teens.
At 21 or older, the minimum practice period is three months, and the curfew, passenger and decal restrictions do not apply. The phone ban still applies while you hold the permit, and you still need a qualified supervising driver beside you. Drivers licensed in another country usually take the knowledge and vision tests and may need a road test; drivers with a valid license from another U.S. state usually have the tests waived.
The road test
Road tests are booked online and take about 10 to 15 minutes. Bring your validated permit, your 6 Points of ID, the signed BA-CSD if you are under 21, and a car with valid registration, insurance card and inspection — or rent a driving school car. Only the examiner rides with you. Parallel parking and the three-point turn are required. If you do not pass, you must wait at least 14 days to retest. Our road test checklist has the full list.
From probationary to basic license
After passing the road test you receive a probationary license (from age 17). You drive on it, unsupervised, for at least one year; the GDL restrictions above continue for drivers under 21. At 18 or older, after the year is complete, you upgrade to a basic license. Licenses are mailed: you get a 30-day temporary license at the center and the card arrives by mail.
